A cubic yard is 27 cubic feet.  Most of our mulch bags are 2 cubic feet, so the answer is 13.5 bags

Yes, It is possible to be ticketed for an unsecured load.  We recommend the Kesse Method which involves pinching the forward part of the tarp between the truck and the material, then flipping it over the load, as demonstrated by the Carlsons:
